The owner of any commercial or industrial establishment situated within the city or within 1 mile thereof and having a city sanitary sewer available shall install, at his or her expense, suitable facilities for the conveying of all sanitary sewage and industrial wastes into the city sewer in accordance with provisions set forth in this code.
