§ 53.020 DISCHARGE OF SEWAGE OR POLLUTED WATER TO NATURAL OUTLET.
   It shall be unlawful to discharge to any natural outlet within the city, or within 2 miles of the corporate limits thereof, or in any area under the jurisdiction of the city, any sewage, industrial wastes or other polluted waters, except where suitable treatment has been provided in accordance with subsequent provisions of this chapter.
