Should the owner of any such property as described in § 52.004 fail or neglect for 10 days after the service of notice to comply with this chapter and such notice and make or cause the connection to be made or to make any repairs which may be necessary, then the Manager of Utilities shall cause the connection to be made, and the costs thereof, including all necessary water meters, when certified by the Manager of Utilities to the Mayor and Council, shall by the Council be assessed against the property as a special assessment, and the costs shall be collected as other special assessments and special taxes as provided by law.
