§ 36.01 DEFINITIONS.
   The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning.
   DISASTER. An occurrence or threat of widespread or severe damage, injury or loss of life or property resulting from any natural cause, including but not limited to fire, flood, earthquake, wind storm, tornado or snowstorm.
   EMERGENCY SERVICES. The preparation for and the carrying out of such functions, other than functions for which military forces are primarily responsible, as being necessary or proper to prevent, minimize, repair and alleviate injury and damage resulting from disasters caused by fire, flood, earthquakes, tornado, storm or other natural causes. These functions include, without limitation, firefighting services, police services, engineering, communications, evacuation of persons from stricken areas, temporary restoration of public utility services and other functions related to civilian protection, together with all other activities necessary or incidental to the preparation for the carrying out of such functions.
