(a) There shall be three (3) standing committees of Council:
(1) Planning, Public Utilities and Finance.
(2) Parks, Recreation, Streets and Safety.
(3) Audit.
(b) Committee Structure.
(1) Each committee shall be comprised of three Council members.
(2) Each Council member shall sit on one committee.
(3) Each Council member shall select the committee or committees on which they prefer to serve; if more than three (3) Council members elect to serve on a committee, those three (3) with the longest tenure on Council shall be approved members and any other(s) shall choose another committee.
(4) Each committee shall re-form every two (2) years, in years subsequent to Village elections, if a majority of Council votes to reform the members of the Committee.
(5) The Mayor shall be an ex officio member of all committees.
(6) The Fiscal Officer shall be an ex officio member of the Planning, Public Utilities and the Finance Committee.
(7) The Chairman of each committee shall be appointed by the majority of the members of each committee.
(8) Recommendations to Council shall be made on the basis of a majority vote of committee members.
(c) General Responsibilities of Committees.
(1) Each committee shall be responsible for reviewing and revising existing legislation and for creating new legislation within its defined area of responsibility.
(2) Each committee shall be responsible for reviewing and revising existing rules and regulations and for creating new rules and regulations within its defined area of responsibility.
(3) Each committee shall be responsible for reviewing all proposed contracts within its defined area of responsibility.
(4) Each committee shall be responsible for reviewing personnel matters within its defined area of responsibility.
(5) Any financial issue shall be first considered by the committee within whose defined area of responsibility the issue falls; that committee shall then refer the issue to the Planning, Public Utilities and the Finance Committee for review.
(6) In all cases, a committee shall present its recommendations to Council for consideration and decision.
(7) Each committee shall provide a report to Council at each monthly meeting.
(d) Committee Chairperson Responsibilities. Each committee chairperson shall:
(1) Convene committee meetings.
(2) Set agendas for committee meetings.
(3) Act as liaison between committee and Council; act as liaison between committee and any individual/group as necessary.
(4) Present all committee recommendations to Council.
(5) Present a monthly report to Council.
(6) Act as secretary of the committee, and, in that capacity shall take written minutes of all committee meetings and immediately file same with the Fiscal officer of the Village.
(e) Planning, Public Utilities, and Finance Committee. The purpose of the Planning, Public Utilities and Finance Committee shall be to monitor all issues pertaining to planning, public utilities and finance matters, including but not limited to:
(1) Planning.
A. Zoning.
B. Review of all matters relating to zoning including those recommendations for amendment of zoning ordinances made to the Village Planning Commission by Council and those recommendations for amendment of zoning ordinances made to Council by the Planning Commission.
C. Development of a comprehensive growth plan.
(2) Public Utilities.
A. Water.
1. Fee arrangements.
2. Expansion.
3. Resident’s grievance procedures.
4. System requirements.
5. Extent of service.
6. Contract review.
B. Sanitary and storm sewers.
1. Fee arrangements.
2. Expansion.
3. Resident’s grievance procedures.
4. System requirements.
5. Contract review.
C. Waste management.
1. Fee arrangements.
2. Expansion.
3. Resident’s grievance procedures.
4. System requirements.
5. Contract review.
D. Cable television.
1. Fee arrangements.
2. Expansion.
3. Resident’s grievance procedures.
4. System requirements.
5. Contract review.
E. Any other Public Utility and/or Service as well as matters relating to subsections 111.01(e)(2)A. through D.
(3) Finance.
A. Annual Village tax budget (May-August).
1. Distribution of budgetary forms to department heads.
2. Scheduling and holding departmental budget hearings.
3. Making recommendations on requests to Council.
4. Representing the Village before the County Budget Commission (chairperson).
B. Appropriations (December-February).
1. Distribution of budgetary forms to department heads.
2. Scheduling and holding departmental budget hearings.
3. Making recommendations on requests to Council.
C. Review and approval of authorized expenditures.
D. Establishment of financial and budgetary procedures.
E. Creation of financial plans and projections.

(f) Parks, Recreation, Safety and Streets Committee. The purpose of the Parks, Recreation, Safety and Streets Committee shall be to monitor all issues pertaining to park, recreation, safety, and street matters, including but not limited to:
(1) Maintenance, repair and renovation of buildings.
(2) Maintenance, repair and renovation of park facilities, including boat dock.
(3) Recreation programs.
(4) Development of park and recreation facilities.
(5) Land acquisition.
(6) Police Department.
(7) Fire Department.
(8) Perry Nuclear Power Plant.
(9) Maintenance.
(10) New Construction.
(11) Tree trimming.
(12) Signs.
(13) Storm sewers.
(14) Curbs and driveway aprons.
(15) Weight limits.

(g) Audit Committee. The purpose of the Audit Committee shall be to monitor all issues pertaining to audit matters, including but not limited to:
(1) Review the annual unaudited financial report submitted to the Auditor of the State.
(2) Periodically review the process used to prepare interim financial information submitted to Council.
(3) Review audit results.
(4) Assure that audit recommendations are appropriately addressed.
(5) Serve as liaison between management and independent auditors.
