In the event of an appeal to the Planning Commission, the Planning Commission shall consider the severity of any potential impact of erosion and/or siltation upon neighboring properties, the impact of drainage upon any existing building or structure or proposed to be constructed, the recommendations of the Engineer, the cost of any proposed erosion control devices compared to the benefits to be obtained therefrom, and shall either affirm the decision of the Engineer, reverse the decision of the Engineer, or modify the decision of the Engineer upon hearing of the matter. The Planning Commission shall not approve any such plans unless it is satisfied they demonstrate the grade change shall not adversely impact the applicant's property or surrounding properties through erosion or siltation, nor subject any building or surrounding property, or drainage courses to adverse drainage consequences, and comply with Section 1331.04(c).
