The Village Engineer shall approve the application for a grade change only if the Village Engineer is satisfied that:
(a) The site plan and grading plan submitted indicate that the grade change shall not unreasonably adversely impact neighboring properties due to the grade change, erosion or sedimentation; and
(b) Any building or structure shall not be subject to adverse drainage consequences; and
(c) Compliance with the requirements of a Storm Water Pollution Prevention Plan as required by the Lake County Soil and Water Conservation District, and the Regulations of the Lake County Soil and Water Conservation District, as if they apply to, or actually do apply to the project.
