177.10 CONTENT REGULATIONS FOR DESIGNATED DISPLAY CASES AND LAWN AREAS.
   The City is establishing a nonpublic forum in the City for display cases as described in Section 177.01(a)(4) and limited lawn areas on public property as described in Section 177.01(a)(5). Only the announcement of community events by community organizations or the announcement of an event for which an individual has rented Springvale Ballroom or the Community Cabin are permitted in such limited purpose nonpublic forums. Accordingly, any proposed message must be a single event announcement. No content of any announcement will be edited by City personnel. Exclusionary criteria for evaluating community announcements are limited to the following restrictions:
   (a)   Announcements in the City display cases as described in 177.01(a)(4) must be in the form of one single page flyer or brochure not exceeding 8.5 in. by 11 in. in size. Following approval from the Mayor's designee, the applicant is responsible for making any and all copies of the flyer or brochure for display in the City display cases.
   (b)   Announcements on public property as described in 177.01(a)(5) must be in the form of not more than two (2) ground signs as described in Section 1163.02(c) and must be made from durable and weatherproof materials. The ground signs shall not exceed eight (8) square feet in area per face, and four (4) feet in height above grade. Signs shall not be placed in a manner that interferes with traffic sight lines.
