177.04 CONTENT REGULATIONS FOR SIGNS AND BANNERS.
   The City is establishing a nonpublic forum in the airspace above the City right-of-way at the location described in Section 177.01(a)(1), and with regard to the two changeable copy signs as described in Section 177.01(a)(2) and (3). Only the announcement of community events by community organizations is permitted in such nonpublic forums. Accordingly, any proposed message must be a single event announcement. The City will publish only the date, time, and location of such an event open to the public, along with the title of the event, so long as the title fits within the number and size of characters available on a banner as defined below in Section 177.06. Applications containing titles that are too lengthy will be denied. No title will be edited by City personnel. Exclusionary criteria for evaluating community announcements may include, but not be limited to, the following:
   (a)   No announcements communicating events sponsored by a business-for-profit.
   (b)   No announcements communicating imminent lawless action, false statements of fact, fighting words, profanity, or obscenity.
   (c)    No announcements communicating discriminatory or disparaging persons on the basis of race, gender, national origin, age, religion, economic status, handicapped status, or sexual orientation.
