As used in this chapter:
(a) "Clerk" means the following municipal employees for the meetings of the following municipal bodies:
(1) The assigned Administrative Secretary for all municipal bodies except as otherwise provided in this paragraph (a) of Section 109.02;
(2) Clerk of Council for the City Council, all Council Committees, all Assessment Equalization Boards (R.C. §727.16), and the Charter Review Commission;
(3) Law Department Administrative Secretary for the Fair Housing Review Board;
(4) Mayor's Administrative Assistant or Secretary for the Board of Control, the Housing Council, and the Tax Incentive Review Council; and
(5) Recreation Secretary for the Parks and Recreation Commission.
(6) Human Resources Department Administrative Secretary for the Civil Service Commission.
(b) "Day" means a calendar day.
(c) "Meeting" means any prearranged discussion of the public business of a Municipal body by a majority of the members of the Municipal body.
(d) "Municipal body" means each of the following:
(1) Council;
(2) Building and Zoning Board of Appeals;
(3) The Planning and Design Commission;
(4) The Civil Service Commission;
(5) Assessment Equalization Boards;
(6) The Parks and Recreation Commission;
(7) The Board of Control;
(8) The Landmarks Commission;
(9) The Arts Commission;
(10) The Housing Council;
(11) The Tax Incentive Review Council;
(12) The Fair Housing Review Board;
(13) The Charter Review Commission;
(14) Any other board or commission created by the Charter or by City ordinance;
(15) Any committee of any of the above municipal bodies comprised of members of such bodies if such committee is:
A. Comprised of a majority of the members of any such municipal body; or
B. Is a decision-making committee.
(e) "Oral notification" means notification given orally either in person or by telephone, directly to the person for whom such notification is intended, or by leaving an oral message for such person at the address, or if by telephone at the telephone number, of such person as shown on the records kept by the Clerk under this chapter.
(f) "Post" means to post in an area accessible to the public during the usual business hours at the North Olmsted City Hall and the North Olmsted Public Library. A notice identifying the locations at which notifications will be posted pursuant to this chapter shall be published by the Clerk within ten calendar days following the adoption of any ordinance which changes the locations at which notifications must be posted.
(g) "Special meeting" means a meeting which is neither a regular meeting nor an adjournment of a regular or special meeting to another time or day to consider items specifically stated on the original agenda or such regular or special meeting.
(h) "Written notification" means notification in writing mailed, or delivered to the address of the person for whom such notification is intended as shown on the records kept by the Clerk under this chapter, or in any way delivered to such person. If mailed, such notification shall be mailed by first-class mail, deposited in a U.S. Postal Service mailbox not later than the second day preceding the day of the meeting to which such notification refers, provided that at least one regular mail delivery day falls between the day of mailing and the day of such meeting.
