The Mayor and the directors of the several departments established either by this Charter or by ordinance, shall constitute a Board of Control. The Director of Law shall be a non-voting member and shall serve the Board of Control only as legal counsel. The Mayor shall be ex officio president and shall appoint a secretary. The Board shall keep a journal of its proceedings. The voting shall be taken by "yeas" and "nays" and entered in the journal and the vote of the majority of all of the voting members of the Board shall be necessary to adopt any question, motion, or order. No contract involving expenditures in excess of that amount specified in Section 6 of Article VIII of this Charter shall be entered into without the prior approval of the Board of Control.
