1317.02 REGISTRATION REQUIRED; HOME OWNERS’ EXCEPTION.
   (a)   No person, firm or corporation shall do any work or engage in the business of or act in the capacity of a general contractor or of a subcontrator, until it has fully complied with the registration procedures of this chapter, as signified by the issuance of a registration certificate by the Building Commissioner, subject however, to the provisions of subparagraph (b) hereinafter.
   (b)   No provision of this Building Code or any regulation adopted by authority of this Building Code shall be interpreted to require that the owner of a single or one-family dwelling be registered pursuant to subparagraph (a) or to otherwise personally hold a certificate as a prerequisite to perform work upon the premises occupied, or to be occupied, by the said owner thereof as such owner’s established residence. All such work shall be done by such owner with the assistance only of any member of his family or household, provided however, that such work shall be done in conformity with the provisions of this Building Code and rules or regulations promulgated thereunder and that no work shall be done unless all permits, inspections and approvals required by this Building Code are secured.
   (c)   Any person, firm or corporation engaged in or hired to perform any work or trade in this City, in the capacity of a contractor or otherwise, that fails to register, as required by subparagraph (a), shall be guilty of a misdemeanor of the first degree and subject to prosecution therefor, in addition to any other sanctions imposed herein, to include doubling of the registration fee.
   (d)   All contractors that perform a licensed trade under Ohio Revised Code Chapter 4740 shall maintain a valid and unexpired Ohio Construction Industry Licensing Board (OCILB) license issued for the year and the trade for which registration is sought, pursuant to Ohio Revised Code Chapter 4740. This license requirement applies to all contractors performing work governed by the current versions of the Ohio Building Code and the Residential Code of Ohio, unless exempted under Section 1317.02(b).
   (e)   Separate registrations shall be required for each business entity and for each instance where a single business entity has a different individual listed for a licensed trade or other trade. A business entity that has the same individual listed for more than one licensed trade or other trade shall be permitted to be registered under one registration.
