When such work is completed to the satisfaction of the City Engineer, the cost of inspection and supervision shall be forwarded to the Finance Director, who shall deduct from the deposit made by the applicant the cost incurred by the City and shall issue a check to the applicant for the return for the excess over and above the amount necessary to reimburse the City for the cost of inspection and supervision. Where the repair work is done by or under the direction of the City, the cost of such work shall be deducted from the deposit required under Section 909.01 together with the cost of engineering and supervision. Any excess remaining, after payment of charges for such work, shall be returned to the applicant as provided above.
