No person, except in cases of undedicated subdivisions or in streets where special assessments are to be made, shall install, construct or replace driveway aprons located in the public right of way which connects to a paved or unpaved thoroughfare without first obtaining an apron permit. The applicant shall pay a permit fee and make a deposit with the City in accordance with the schedule in Chapter 900. This amount is necessary to defray the costs of administration and inspection to insure conformance of the work to City specifications
No portion of the fee shall be refundable.
The deposit shall cover the cost of inspection and the cost of repairing the curbing or pavement should the applicant fail to make such repairs as are required by the City Engineer.
