905.03 DEPOSIT, DEDUCTION AND REFUND.
   (a)   A deposit shall be posted with the City by the applicant for the review of the plan for all driveways, roads and paved areas provided for in Sections 905.01 and 905.02. Such deposit shall be made by the applicant prior to any review by the Engineering Division in accordance with the schedule in Chapter 900. Plan review activities shall include review of site layout plans, grading plans and traffic engineering reports or studies. The cost of review shall be calculated on the basis of the actual time expended at the current hourly rates as established by and on file in the Engineering Division. If the deposit is more than the actual cost, the remainder shall be refunded when the project is completed, if the project is rejected by the City or withdrawn by the developer. If the cost of the review is greater than the deposit, the deficient amount shall be paid to the City by the developer before construction is permitted.
 
   (b)   All driveways and service roads provided for in Sections 905.01 and 905.02 are to be constructed with inspection provided by the City Engineering Division. Prior to beginning work, a paving deposit shall be made in accordance with the schedule in Chapter 900. The cost of inspection shall be deducted from this deposit and the balance shall be refunded upon satisfactory completion of the paving. The cost of inspection shall be calculated on the basis of the actual time expended at the current hourly rates as established by and on file in the Engineering Division.
