§ 130.06 CONSUMPTION OF ALCOHOLIC BEVERAGES ON PUBLIC PROPERTY.
   (A)   Prohibition. It is unlawful for any person to consume or possess other than for purposes of transportation any alcoholic beverage in an unsealed container while on any public property.
   (B)   Exceptions. This section shall not apply to:
      (1)   City parks;
      (2)   Public property where permission has been specifically granted by the Council.
