§ 130.03 DISORDERLY CONDUCT.
   It is unlawful for any person to do any of the following in a public or private place, while knowing or having reasonable grounds to know that it will or will tend to alarm, anger or disturb others or provoke an assault or breach of the peace:
   (A)   Voluntarily enter the water of any lake or river within the city without being garbed in a bathing suit sufficient to cover the person and equal to the standards generally adopted and accepted by the public;
   (B)   Violate the exhibition driving provisions of Title VII of this Code;
   (C)   Cause the making or production of an unnecessary noise by shouting;
   (D)   Use a flash or spotlight in a manner so as to annoy or endanger others;
   (E)   Cause damage to any public or private real property or to any personal property;
   (F)   Urinate in public.
