When a taxicab is engaged by a customer, that customer shall have the exclusive right to the full and free use of the passenger compartment from the time of engaging such taxicab until said customer is delivered to the designated destination, and no driver of said taxicab shall solicit or carry additional customers therein without the expressed consent of the original customer.
