No person shall solicit contribution within the town for any charitable purpose without having a charitable solicitation license issued in accordance with this chapter; provided, however, that, when a license has been issued to any applicant, the individual agents or solicitors for such licensee shall not be required to obtain individual solicitation licenses; provided further that, any application for a charitable solicitation license in accordance with this chapter shall be exempt from payment of license fees.
