99.03 CONSUMPTIVE USE.
   1.   Except as otherwise provided in Section 99.07, no separate water meters shall be installed after July 1, 2012, for the purpose of waiving any part of sewer or water fees.
   2.   Any separate water meters installed prior to July 1, 2012, may continue to be used to measure water used but not returned to the public sewer system, which will result in the sewer service charge being waived. In the event any customer elects to continue to have a separate water meter for said use and billing, the following conditions must be met:
      A.   The customer agrees to pay the minimum monthly water bill plus the regular water rates, as set forth in Section 92.02.
      B.   The customer agrees to maintain a properly functioning backflow device and have said device tested annually in accordance with the City's Plumbing Code.
   3.   Customers of new residential properties are eligible for a one-time sewer bill credit for use of water to nurture grass after the ground has been seeded or sodded, as is necessary for final stabilization of any remaining disturbed area after construction. Upon written application, a credit for the sewer portion of the bill of up to 25,000 gallons is available if:
      A.   The seeding has already been completed or the sod has already been laid;
      B.   The application is submitted within thirty (30) days after the seeding is completed or the sod is laid;
      C.   The customer used the amount of water for which a credit is being requested for watering and for no other purpose; and
      D.   No other party has been given such a credit for the same property.
   In the event any application submitted to the City is not true or correct, the credit shall either not be given or, if given, shall be forfeited to the City.
