§ 91.16 RULES AND REGULATIONS OF VILLAGE PARK AND PLAYGROUNDS.
   (A)   The rules and regulations set out in this section shall be for the protection of property and maintenance of good order in the public park and playgrounds of the village. Every person using the parks and playgrounds of the village shall be subject to the rules and regulations set forth in this subchapter.
   (B)   (1)   The park and playgrounds of the village will close each night at sunset and will remain closed until sunrise the next morning. No person, except employees, shall remain in or enter the park after hours.
      (2)   The exception to the rule is Triad Junior Baseball during active events or events scheduled by the village such as fireworks and the like, and other events upon the explicit written approval of the village.
   (C)   It shall be unlawful for any person to injure, take, remove, or deface any trees, plants, grass, flowers, other vegetation, or structures in any park or playground; or to injure, kill, take, or capture any wild game therein.
   (D)   It shall be unlawful for any person to use any threatening, abusive, insulting, indecent, profane, or offensive language; or to conduct himself or herself in an objectionable, disorderly, or indecent manner in any park or playground.
   (E)   It shall be unlawful for any person to gamble in any park or playground in the village.
   (F)   It shall be unlawful for any person to be intoxicated in any park or playground in the village.
   (G)   It shall be unlawful for any person or entity to sell or furnish alcohol or other intoxicating substance in any park or playground at any time.
   (H)   Fire shall not be built or allowed anywhere in the park or playground except in places designated for that purpose.
   (I)   It is the purpose of this subchapter to encourage the use and enjoyment of the facilities established by the village. In so doing, the village and the Superintendent of Parks shall work closely with the youth of the area and shall encourage such civic minded organizations as the Triad Junior Baseball Leagues. In order to provide for the safe use of the facilities; games, contests, and sporting events shall be permitted only in the areas designated therefor.
   (J)   Dogs shall not be permitted on the playground or park, at any time, except when held in leash and under the control of the owner or other such person having such dog in charge.
   (K)   (1)   It shall be unlawful for any person to throw or drain any hazardous substance into any park waters or to litter any paper, scraps, or waste substances within the limits of the park or playground in the village.
      (2)   The dumpsters at the park are not permitted for public use. The only person(s) permitted to use the dumpsters are village employees for village use or Triad Junior Baseball Board members and volunteers when using for Triad Junior Baseball clean up.
   (L)   It shall be unlawful for any person to solicit alms or contributions for any purpose in any park or playground in the village, except for the benefit of the parks.
   (M)   Persons riding bicycles shall travel only upon regularly established park drives and shall observe all regular traffic rules.
   (N)   It shall be unlawful for any person to wash, polish, or wax, or to make any repairs upon any motor vehicle, except when such repairs are necessary to enable such vehicle to proceed on its own power, upon or in any of the public parks or playgrounds in the village.
   (O)   No parking of motor vehicles shall be permitted except in designated parking areas within any park or playground in the village.
   (P)   It shall be unlawful for any person or entity to sell, or offer for sale, any goods or services within any village park, including foods or drinks, without the express written consent of the village.
