11-4-4: WATER AND SEWER SYSTEMS:
   A.   Sanitary Sewers:
      1.   Sanitary sewer systems shall be designed in accordance with the requirements of the City, 1 the Metropolitan Sanitary District of Greater Chicago and the State of Illinois Sanitary Water Board.
      2.   Sewers may be placed only in public rights of way or in easements including easements in a private street.
      3.   The specifications in Section 11-4A-1 of this Title shall be adhered to.
      4.   In all cases where private central sanitary sewer systems are to be used, the developer shall secure the necessary permits for installation and operation of the system.
   B.   Storm Sewers:
      1.   The design of the drainage system within the development shall anticipate and provide capacity for other drainage from naturally tributary land. Such design shall provide adequate capacity for transmitting such drainage from the other tributary areas on the basis of the ultimate development of such other tributary areas, but such drainage system need not make provision for the retention of drainage from other tributary areas.
      2.   The specifications in Section 11-4A-1 of this Title shall be adhered to.
   C.   Water Supply:
      1.   All residential, commercial, industrial and community facility buildings or structures shall be served by an adequate water supply and distribution system. The design of the system shall be in accordance with the requirements of the State of Illinois Department of Public Health.
      2.   The specifications in Section 11-4A-1 of this Title shall be adhered to.
   D.   Lot Size Conditioned Upon Water and Sewer Systems:
      1.   A subdivision plat shall in no case be approved which will be dependent upon individual septic tanks unless they are properly installed according to official specifications of the Illinois Public Health Department and where lots therein contain not less than twenty thousand (20,000) square feet each. Not more than one dwelling shall be connected to a septic system.
      2.   Where either community sewers and sewage treatment or community water supply is provided, the lot area may be reduced to fifteen thousand (15,000) square feet.
      3.   Where both community sanitary sewerage and water facilities are provided, lot sizes and dimensions shall conform to the Zoning Ordinance. 2
