The subdivision of land, including the arrangement, character, extent, width, grade and location of all highways, streets, alleys, crosswalks, easements, sites for parks, playgrounds and schools or other land to be dedicated for public uses, shall conform to the land use plan of the city council, approved by the plan commission and adopted by the city council and other responsible governmental bodies of the city council as part of the official plan of the city 1 .
