11-2-4: FINAL PLAT:
   A.   Procedure for Approval:
      1.   The final plat shall conform substantially to the preliminary plat as approved and, if desired by the subdivider, it may constitute only that portion of the approved preliminary plat which he proposes to record and develop at the time; provided, that such portion conforms to all requirements of these regulations.
      2.   Application for approval of the final plat, including all engineering drawings, shall be submitted, in writing, to the City Clerk and shall be accompanied by the fee and engineering review as required in these regulations. The application shall be submitted at least ten (10) days prior to the regular meeting of the Plan Commission for its review and recommendations and approval or disapproval.
      3.   Four (4) copies of the final plat, engineering plans and specifications required for approval shall be prepared as specified and shall be submitted to the City Clerk within one year after approval of the preliminary plat; otherwise, such approval shall become null and void unless application for an extension will not require an additional fee or filing of additional copies of the plat.
      4.   Within two (2) months after its meeting at which the application for approval of the final plat was submitted, the Plan Commission shall approve or disapprove it. If the Plan Commission approves, it shall affix upon the plat the certifying signature of its chairman. If it disapproves, it shall set forth its reason in its own records and provide the applicant with a copy.
      5.   Filing shall be as follows:
         a.   After approval of the final plat by the Plan Commission and the fulfillment of the requirements of these regulations, one tracing of the final plat of the subdivision, drawn in ink on tracing cloth not exceeding thirty six inches by forty eight inches (36" x 48") in size, shall be submitted to the City Council for approval.
         b.   Action must be taken by the City Council within two (2) months after the meeting at which the final plat and all drawings, maps and other documents required have been submitted for its approval. The applicant and the City Council may mutually agree to extend the two (2) month period. (1976 Code §25-1-12)
   B.   Required Plats and Data for Final Plat Approval:
      1.   Final Plat: Final plat shall be drawn in ink on suitable reproducible material not to exceed thirty six inches by forty eight inches (36" x 48") and shall be at a scale of one hundred feet to the inch (1" = 100') or as otherwise recommended by the Plan Commission. Where necessary, the plat may be on several sheets accompanied by an index sheet showing the entire subdivision. for large subdivisions, the final plat may be submitted for approval progressively in contiguous sections satisfactory to the Plan Commission. The final plat shall show the following:
         a.   Primary control points, approved by the City Engineer, or descriptions and "ties" to such control points to which all dimension, angles, bearings and similar data on the plat shall be referred.
         b.   Tract boundary lines, right-of-way lines of streets, easements and other rights of way and property lines of residential lots and other sites, with accurate dimensions, bearings or deflection angles and radii, arcs and central angles of all curves.
         c.   Name and right-of-way width of each street or other right of way.
         d.   Location, dimensions and purpose of any easement.
         e.   Number to identify each lot or site and block conforming to present and accepted lot identification.
         f.   Purpose for which sites, other than residential lots, are dedicated or reserved.
         g.   Proposed building setback lines on all lots and other sites.
         h.   Location and description of monuments.
         i.   Certification by a registered Illinois land surveyor certifying to accuracy of the survey and plat.
         j.   Certifications showing that all taxes and special assessments due on the property to be subdivided have been paid in full shall be produced within thirty (30) days after final approval of plat; otherwise approval becomes null and void.
         k.   Certification of title showing how title to land is held; also, that the applicant has the right to build, subdivide and develop.
         l.   Approval by signature of the City Council. Such approval shall be as follows:

         n.   This approval of the final plat shall not be deemed to constitute or effect an acceptance by the public of the dedication of any street or other proposed public way or space shown on the plat.
         o.   Statement by owner dedicating streets, rights of way and any sites for public use.
         p.   Name of subdivision.
         q.   Location by section, township and range.
         r.   Title, scale, north arrow and date.
      2.   Protective Covenants: Protective covenants for recording.
      3.   Other Data: Such other certificates, affidavits, endorsements or dedications as may be required by the Plan Commission in the enforcement of these regulations. (1976 Code §25-1-13)
