Nothing in this Chapter shall be construed or interpreted as imposing an absolute obligation on the City to award property tax relief grants. Not less than once annually the corporate authorities shall determine whether the City has sufficient funds to allow the property tax relief grants. No such grants shall be allowed unless the corporate authorities first determine that sufficient funds are available to meet all of the City's financial obligations. (Ord. O-05-98, 1-5-1998)
