A. The application fees for inspections are set forth in subsection 8-2-4D of this title. No inspection and transfer stamp shall be issued without the inspection payment first being received by the city, and only then upon being granted a final certificate of occupancy, or except as provided for in section 8-12-3 of this chapter.
