A. Municipal Budget Procedure: 65 Illinois Compiled Statutes 5/8-2-9.1 through 5/8-2-9.7, 5/8-2-9.9 and 5/8-2-9.10 are hereby adopted as the Municipal budget procedure for the City in lieu of an annual appropriation ordinance. (Ord. O-37-90, 7-2-1990)
B. Finance Director:
1. Appointment: The Finance Director, an executive officer of the City, shall be appointed by the Mayor, with the advice and consent of the Council. (Ord. O-20-99, 12-6-1999)
2. Duties:
a. The Finance Director shall perform the following duties: (Ord. O-57-89, eff. 5-1-1990; amd. Ord. O-20-99, 12-6-1999)
(1) Prepare and encourage the use of efficient planning, budgeting, auditing, reporting, accounting and other fiscal management procedures;
(2) Compile an annual budget in accordance with paragraph 8-2-9.3 of the Illinois Municipal Code;
(3) Examine all books and records relating to monies received, monies paid out, including debts and accounts receivable and amounts owed by or to the City, its departments, commissions and boards; (Ord. O-57-89, eff. 5-1-1990)
(4) Obtain such additional information from the City, its departments, commissions and boards as may be useful for the purposes of compiling an annual budget, such information to be furnished by the City, its departments, commissions and boards in the form required, and any department, commission or board which refuses to make such information, as is required of it, available to the Finance Director shall not be permitted to make expenditures under any subsequent budget for the City until such department, commission or board complies in full with the request of the Finance Director; (Ord. (5) Establish and maintain such procedures as shall ensure that no expenditures are made by the City, its departments, commissions or boards except as authorized by the budget; (Ord. O-57-89, eff. 5-1-1990)
(6) Be the ex officio City Comptroller and perform the duties of said office as provided in 65 Illinois Compiled Statutes 5/3-11-21 through 5/3-11-24; (Ord. O-37-90, 7-2-1990)
b. Pursuant to 65 Illinois Compiled Statutes 5/8-2-9.6, "Revision of Annual Budget", the Finance Director is authorized to make such revisions to the annual budget as may be permitted by law. (Ord. O-50-90, eff. 8-20-1990; amd. Ord. O-20-99, 12-6-1999)
