7-3-7: PLANTING REQUIREMENTS:
   A.   Trees, when planted, shall have a minimum diameter of two inches (2") at a distance of six inches (6") above the ground, shall have a continuous single stem branched at a minimum of four and one-half feet (41/2') above ground before pruning and shall be free from deformity and indication of undesirable growth characteristics.
   B.   Trees, when planted, shall be free of infectious disease or insect infestation.
   C.   Trees shall be planted on the center line of the parkway or in line with majority of trees established. No trees may be planted on parkways less than four feet (4') wide, except where conditions are such that off-set planting may be desirable or beneficial, unless, in the judgment of the Director of Public Works, the planting and the species of tree approved will not endanger sidewalk, curb or other physical property.
   D.   Planting of trees is prohibited if such planting will unduly interfere with existing sewer connections and utility locations, connections and/or controls and, also, where their repair and maintenance will cause a severe stress to the tree, especially when mature.
   E.   Species of trees which, by reason of size, spread of crown or other characteristics, could interfere with existing overhead utility lines are prohibited. (Ord. 0-28-90, 6-4-90)
