The Director of Public Works or his authorized representative is hereby empowered to superintend, regulate the planting, preservation, protection and maintenance of trees on all City- owned properties, parkways, rights of way, easements and utilities easements. No persons hall plant any tree, shrub or any other woody plant on any City parkway until the Director of Public Works or his authorized representative has given written permission for such planting. In the absence of the needed permission, the Director of Public Works or his authorized representative may require removal of any unapproved tree, either by the resident or by the City Public Works Department.
