Trees, as defined, regulated and protected herein, are declared to be a natural, public resource, and it is the intent of the City Council to protect them as herein set out in the interest of the health, safety and welfare of the present and future citizens of the City. For the purpose of this Chapter, a tree is defined to be a woody plant that attains a height of at least twenty feet (20') at maturity in a given locality and usually (but not always) has but a single, self-supporting stem or trunk.
