7-1-5: STREET OPENINGS:
   A.   Permit Required: No person shall construct or maintain any opening or stairway in any public street or sidewalk or alley without a permit from the City Council. (Ord. O-23-79, 11-20-1979)
   B.   Safety Guards: All lawfully maintained openings shall be guarded by a suitable strong cover or a railing to the approval of the Superintendent of Public Works or other proper City officer. (Ord. O-23-79, 11-20-1979; amd. Ord. O-36-97, 8-18-1997, eff. 12-1-1997)
