7-1-4: EXCAVATIONS:
   A.   Permit Required: No person shall make any excavation in or tunnel under any public street, alley or sidewalk or other public place in the City without having first obtained a permit therefor.
   B.   Application For Permit: An application for a street excavation permit shall be made to the City Clerk in conformity with the general requirements of this Code relating to applications for licenses and permits 1 and shall specify the intended location and the purpose of the excavation.
   C.   Bond Or Insurance Required: No street excavation permit shall be issued until the applicant furnishes a bond or indemnity policy, with corporate surety, to indemnify the City against loss or liability, in the sum of twenty thousand dollars ($20,000.00), occasioned by such excavation and a completion or performance bond in the sum of two thousand dollars ($2,000.00), guaranteeing that such excavation will be properly refilled and the surface will be properly restored.
   D.   Refilling And Restoration Required: Any person making any street excavation shall refill the excavation properly and shall restore the surface to its condition before the excavation was made, as soon as possible. (Ord. O-23-79, 11-20-1979)
   E.   Supervision: All such excavations, refills and resurfacing shall be made subject to the supervision and direction of the Superintendent of Public Works or any other proper City officer. (Ord. O-23-79, 11-20-1979; amd. Ord. O-36-97, 8-18-1997, eff. 12-1-1997)
