7-1-3: USE OF PUBLIC WAYS:
   A.   Private Use: No person shall use any street, sidewalk, parkway or other public place as space for the storage or display of goods or merchandise for sale. No person shall place, install or maintain on any street, sidewalk, parkway or other public place any sign or advertisement of any type other than traffic-control signs installed by a unit of government. Any goods, merchandise, sign or advertisement that is placed, installed or maintained in violation of this Section is hereby declared a public nuisance and may be removed at any time by the City at the expense of the person responsible for the violation.    B.   Poles And Wires: No person shall erect any poles or wires or maintain any poles or wires over any public street, alley or other public way without first obtaining a permit therefor from the City Council.
   C.   Gas Pumps:
      1.   Permit Required: No person shall maintain or erect any gasoline pump or tank in any public street, alley or sidewalk without having first obtained a permit therefor from the City Council.
      2.   Bond Or Insurance Required: No gas pump permit shall be issued until the applicant furnishes a bond or indemnity policy, with corporate surety, to indemnify the City against loss or liability, in the sum of twenty five thousand dollars ($25,000.00), occasioned by such tank or pump.
