6-2-4: TRAFFIC CONTROL SIGNS, SIGNALS AND MARKINGS:
   A.   Authority To Install Signs, Signals And Markings: The city shall cause to be placed and maintained traffic control signs, signals, lane markings and devices when and as required under the ordinances and may place and maintain such additional traffic control devices as it may deem necessary to regulate traffic under the ordinances of this city or under state law or to guide or warn traffic, upon the basis of an engineering and traffic investigation. (1976 Code § 27-3-1)
   B.   Existing Traffic Control Devices: All traffic control devices, signals and signs presently located in the city which have been erected by the city and are maintained by the city are hereby permitted, authorized and empowered. Any subsequent traffic control device, signal or sign, prior to the erection by the city, shall be authorized only by the enactment of an appropriate ordinance concerning same. (Ord.    C.   Obedience To Traffic Control Signs And Signals:
      1.   No driver of any vehicle shall disobey the instructions of any traffic sign or signal placed in view by authority of the city or in accordance with the laws of the state except on direction of a police officer.
      2.   No person shall leave the roadway and cross private property to avoid an official traffic control device.
      3.   No provision of this title for which signs are required shall be enforced against an alleged violator if, at the time and place of the alleged violation, an official sign is not in proper position and sufficiently legible to be seen by an ordinarily observant person. Whenever a particular section does not state that signs are required, such section shall be effective even though no signs are erected or in place. (1976 Code § 27-3-2)
      4.   Violations of any of the traffic control devices, signals or signs shall carry penalties and fines as otherwise set forth in this code. (Ord. O-09-88, 7-12-1988)
   D.   Design Of Signs And Signals: All signs and signals established by direction of the city council shall conform to the "Illinois State Manual Of Uniform Traffic Control Devices For Streets And Highways". (1976 Code § 27-3-2)
