It shall be unlawful for any alarm user to have more than four (4) false alarms occur in the use of said alarm user's system during a calendar year. The complaint issued shall be in the nature of a business offense.

When four (4) or more false alarms are received within a twelve (12) month period by the police department, the chief of police or his representative shall cause a written warning to be sent to the alarm user giving notice of the number and dates of the false alarms. The fines imposed for violations of this section shall be by complaint issued against the alarm user. No charge shall be imposed for false alarms for thirty (30) days from the date of initial installation of the alarm system nor shall a charge be made for a false alarm activated by weather related conditions, telephone or electric line interruptions or other such unusual occurrences which are demonstrated as having been outside the control of the alarm user.
