The purpose of this chapter is to protect and preserve the quiet enjoyment of residential properties and neighborhoods within the City and to mitigate and/or eliminate adverse secondary effects the City and its residents are likely to experience by reason of short term rental(s) of certain residential structure(s) in the City, including, but not limited to, gatherings by attendees who have little connection to or consideration for the neighborhoods or neighbors, which gatherings are likely to be characterized by excessive noise, overcrowded parking and criminal activity.
