It shall be unlawful for any person to conduct commercial solicitation within the city without having first applied for, obtained and maintained a commercial solicitation permit as hereinafter provided. While conducting commercial solicitation within the city, a person must carry the permit and display it upon the request of any law enforcement officer or any individual being solicited. (Ord.
