A. No person shall be eligible for appointment to any commission unless that person is a qualified elector of the city.
B. A vacancy occurs in the office of any commission by reason of resignation, failure to qualify, death, permanent physical or mental disability rendering the person incapable of performing the duties of his or her office, conviction of a disqualifying crime, abandonment of office, removal from office or removal of residence from the city. For purposes of this section, a conviction for an offense that disqualifies a person from serving as a commissioner occurs on the date that a person pleads guilty, enters into a written agreement to plead guilty, the return of the guilty verdict or, in the case of a trial by the court, the entry of a finding of guilt.
