(a) If the person summed to appear in Mayor’s Court fails to appear without just cause and personal service of the summons was had upon the person, the person may be found guilty of contempt of court, and may be fined not to exceed one hundred dollars ($100.00) for such contempt.
(b) If a person misbehaves in such a manner as to obstruct the administration of Mayor’s Court, the person may be found guilty of contempt of court, and may be fined not to exceed one hundred dollars ($100.00) for such contempt.
(c) In all contempt proceedings for misbehavior obstructing the administration of Mayor’s Court, the Mayor or magistrate shall conduct a hearing. At the hearing, the Mayor or magistrate shall investigate the charge and hear any answer or testimony that the accused makes or offers and shall determine whether the accused is guilty of the contempt charge.
