No person owning or having the possession, charge or management of any swimming pool, public beach, plunge or pool for cleansing purposes shall suffer or permit the same to be constructed, used or maintained unless all of the provisions of this chapter and all other laws and ordinances relative to swimming pools, public beaches, plunges or pools for cleansing purposes are complied with.
