It is hereby declared to be the intent of Council that the provisions of this chapter will result in improvements that are well planned, with good engineering practices, and that the completed work will serve the public for years to come. It would not be feasible to outline all engineering technicalities that any particular improvement may involve. Therefore, any rule or engineering standard not mentioned, or arbitrary decision, will be discussed, and the Street Commissioner's decision will be final.
