When the developer intends to remove or dislocate natural topsoil, trees and other vegetation, or where the developer intends to change the surface contour of a proposed subdivision, he or she shall discuss the intended work with the Street Commissioner. The Street Commissioner will then determine if plans for erosion and sedimentation control are required.
The plans for erosion and sedimentation control shall be governed by the guidelines and policies established by the Ashtabula Soil and Water Conservation District. Technical assistance from this organization will be available to the developer. The developer may be asked to submit three sets of plans for erosion and sedimentation control to the County Engineer for approval. The Street Commissioner will forward one set of plans to the Ashtabula Soil and Water Conservation District for its comments and will return one set to the developer marked approved or disapproved with a request to revise and resubmit for approval.
In general, erosion and sedimentation control work will consist of, but not be limited to, grading, soil preparation, fertilizing, seeding and mulching as necessary to establish a sufficient growth of grass or other ground cover that will prevent damage to subdivision areas and to adjoining properties. The Street Commissioner will have the work inspected to the extent that he or she determines necessary to ensure that the developer will comply with the approved plans.
