1121.08 ROAD CONSTRUCTION.
   Road construction shall include the following items:
   (a)    Subgrade. The subgrade shall be graded and shaped as shown on the typical cross- sections included with these specifications for the type of road being built. All soft areas shall be removed and replaced with material suitable for compaction. Backfills over sewers, culverts and underground utilities shall be compacted by vibratory tamping in six-inch layers. If and where indicated by the Street Commissioner, French drains shall be installed and led to the side ditches or connected into storm sewers.
   (b)    Paving. Road paving in subdivisions shall conform to or exceed the minimum width and thickness for each road class given in Table I following the text of this chapter. All new construction and resurfacing shall be laid with full road width paving equipment and rolled with a ten to twelve ton roller.
   (c)    Surface Course. Upon the expiration of an agreed maintenance period for the base course, a surface course shall be constructed using asphaltic concrete, bituminous mix or Portland cement concrete. Specific materials and thickness recommendations shall be determined by the Street Commissioner based on traffic density and weight.
   (d)    Curbs. Curbs will not be required. If the developer elects to install curbs, he or she shall conform to the standard drawings included in these specifications or submit complete detail drawings of the curbs, inlet basins and storm sewers to the Street Commissioner for approval. Where curbs are used, the pavement width shall be four feet wider than required without curbs.
   (e)    Shoulders. Shoulders shall have a minimum width of six feet and shall be shaped as shown on typical cross-sections included with these specifications. Where curbs are used, shoulders shall be seeded and mulched. On residential light traffic roads without curbs, the shoulders may be either seeded and mulched or stabilized with gravel, slag or limestone as shown on typical sections. On collector, marginal access and commercial and industrial park roads without curbs, the shoulders shall be stabilized with limestone as shown on typical sections. A minimum of three inches of top soil should be used on seeded shoulders.
   (f)    Ditches and Slopes. Ditches and slopes shall be shaped as shown on typical cross- sections, except that the depth of ditches shall be increased where necessary to obtain the minimum grade of 0.50 percent for drainage. All ditches and slopes shall be seeded and mulched in accordance with the State of Ohio Department of Transportation Construction and Material Specifications. A minimum of three inches of top soil shall be used to ensure a good growth of grass. Where ditch grades are greater than three percent or attain a velocity of four feet per second on soil and six feet per second on turf, the ditches shall be protected against water erosion. No. 1 or No. 2 stone may be used in the bottom of ditches for erosion protection up to a five percent grade. For over a five percent grade, riprap shall be used. Tile may be used for erosion protection instead of the stone and rip-rap. Ditches may be tiled with vitrified sewer pipe (with a minimum cover of one foot), concrete pipe or corrugated metal pipe.
   (g)    Drive Pipe. Drive pipe shall be double wall plastic pipe with smooth interior or reinforced concrete. All pipes shall be twelve inches in diameter and at least twenty feet long. Approval of type, size and length shall be obtained from the Street Commissioner. The developer shall be responsible for having all drive pipes in the subdivision in good condition for final acceptance of the roads, even if the drive pipes were installed by the home owners. Replacement drive pipe is required to be purchased by the land owner. All stone and labor for replacement installation shall be done by the Street Department for a fee of one hundred dollars ($100.00).

   (h)    Drives. All drives sloping downward from the property to the road shall be constructed so that all surface water will drain into ditches and not onto the traveled portion of the road.
