The geometric design of roads in subdivisions shall conform to the following:
(a) Right-of-Way Widths. All right-of-way widths shall conform to widths shown in Table II following the text of this chapter. The right of way shall be cleared of all organic material and other obstructions for the full width and depth sufficient to remove objectionable materials, unless otherwise approved by the Street Commissioner.
(b) Pavement Width. The pavement width for each road class shall be as shown in Table II and in the typical sections included in these specifications
(c) Shoulders, Ditches and Slopes. Shoulders, ditches and slopes shall be as shown in the typical sections included in these specifications.
(d) Street Intersections. Not more than four road legs will be permitted at any intersection. Road intersections should be at ninety degrees where practical, but in no case less than seventy-five degrees. Each intersecting road shall have a tangent distance of at least eighty feet for local roads and 130 feet for collector and marginal access roads, measured from the centerline of intersections. Roads intersecting another road shall have a minimum offset of 125 feet. Roads entering arterial roads from the same side shall be 1,000 feet apart, measured between centerlines. The minimum radius of right-of-way lines at intersection corners shall be thirty feet for local roads and fifty feet for all other roads
(e) Horizontal Alignment. Between reverse curves, there shall be a minimum tangent of 100 feet. See Table II for the curve radius.
(f) Vertical Alignment. Grades of roads shall not exceed six percent. The minimum grade for all roads shall be 0.35 percent and the minimum grade for road side ditches shall be 0.50 percent. Simple parabolic vertical curves shall be used to effect a gradual change between tangent grades where the algebraic difference of grades is greater than 0.40 percent.
(g) Permanent Turnarounds. Cul-de-sac streets shall terminate in a permanent circular turnaround having a minimum right-of-way line radius of sixty-five feet. The outer edge of the pavement shall have a minimum radius of fifty feet, but not greater than the right-of-way line radius less fifteen feet. The minimum pavement width of a turnaround shall be sixteen feet.
(h) Temporary Turnarounds. Where temporary turnarounds are permitted, tee-type turnarounds shall be constructed. They shall be constructed so that the legs of the tee extend at ninety degree angles to the roadway to the limits of the right of way. The legs shall have a width of thirty feet. They shall be constructed to the same standards as allowed on all other portions of roads and so as not to impede road drainage.
(i) Sidewalks. Where sidewalks are proposed, the sidewalks shall be constructed one foot inside the right of way and shall be not less than four feet in width and four inches in thickness. Where sidewalks cross driveways, the minimum thickness shall be six inches.
(i) Ornamental Construction. If the developer elects to install a decorative fence or other ornamental construction within the right-of-way limits, he or she shall show such construction on the plan and profile drawings or submit separate drawings for approval by the Street Commissioner.
