All construction pertaining to roads, drainage and underground utilities shall conform to the latest edition of the State of Ohio Department of Transportation Construction and Material Specifications except as modified or otherwise specified in this chapter.
These specifications, including attached drawings, are for average to good soil conditions. Where, in the opinion of the Street Commissioner, soil conditions are below average, the Street Commissioner may require a soil study and adjustments in design to conform to the conditions. The Street Commissioner may also require adjustments in design to conform to the special conditions inherent within a particular subdivision, including, but not limited to, swamps, quicksand and landslides.
