The following items pertain to construction drawings:
(a) Preparation; Form. All construction drawings shall be prepared in ink on twenty- four inch by thirty-six inch sheets of mylar film or imperial linen tracing cloth. A title block shall be included in the lower right corner of each sheet. If more than three sheets are required, a title sheet showing subdivision roads, the subdivision location and bar scales on all sheets shall be used.
The professional engineer responsible for the preparation of the construction drawings shall affix his or her registration stamp to each sheet. Some subdivisions will not require all the drawings set forth in subsections (b) to (h) hereof. In case of doubt, request a decision from the Street Commissioner.
(b) Drainage Drawings. The developer shall make a complete study of the drainage area affecting the subdivision and prepare a topographic drawing to show the area draining into each pipe or drainage structure. Each area shall be outlined and have the number of acres shown on the drawing.
The subdivider shall construct all necessary facilities, including underground pipes, inlets, catch basins or open drainage ditches, as determined by the Street Commissioner, to provide for the adequate disposal of subsurface and surface water and for the maintenance of natural drainage courses. The velocity of flow in an open ditch shall not exceed four feet per second in soil ditches or six feet per second in turf gutters. Protection against erosion will be required if velocities of flow are greater than those specified or if it is otherwise likely that destructive erosion will result. Drainage ditches shall not be permitted to discharge into any sanitary sewerage facility.
The developer shall submit copies of all data and calculation sheets to the Street Commissioner. Methods used to determine run-off and structure size shall be indicated, for approval by the Street Commissioner.
(c) Drainage Structures. The developer shall submit detail drawings for all bridges and other drainage structures (other than standard culvert pipe without headwalls) to the Street Commissioner for approval. Design load shall be shown on the drawings.
(d) Road Plans and Profiles. The developer shall prepare plans and profiles of all roads on standard plan and profile sheets, with the plan at the top and the profile at the bottom one-half. Use one inch equals fifty feet for the horizontal scale and one inch equals five feet for the vertical scale.
The plan portion of the sheet shall show the road centerline, stations, road names, sublot lines, right-of-way lines, pavement, curbs, gutters, storm and sanitary sewers and structures, bridges, culverts, underground utilities, guardrails, trees and other obstructions within the right of way, p.c., p.t. and p.i. locations, curve data and construction notes. The profile portion of the sheet shall show centerline stations, bench marks with descriptions and elevations, original ground profile on centerline and set-back lines, proposed profile grade, vertical curve data, sight distance (300 feet minimum from a height of four and one-half feet), storm and sanitary sewers and structures, bridges, culverts and notes.
(e) Typical Section. The developer shall include a typical section on the plan profile drawings or as a separate drawing to show design elements of the road construction. The developer shall select information for the typical section from the typical sections included at the end of these specifications.
(f) Cross-Section Drawings. If required by the Street Commissioner, the developer shall submit cross-section drawings on standard cross-section sheets. These shall show cut and fill computations. The horizontal and vertical scales shall be one inch equals five feet.
(g) Dams. If a dam, being part of the subdivision, is to be constructed, the developer must comply with the following:
(1) If the dam is sufficiently large, i.e. when the height from the natural stream bed to the spillway level is ten feet or greater, or when the product of the storage capacity of the impoundment at spillway level in acre-feet and its height in feet are greater than 1,000, a permit must be acquired from the Ohio Department of Natural Resources, Division of Water.
(2) If a construction permit is not required from the Ohio Department of Natural Resources, then four copies of detailed drawings of the proposed dam shall be submitted to the Street Commissioner for approval. It is recommended that where small dams are being constructed, the Soil Conservation Service be contacted. This agency is in a very good position to advise of local soil conditions and construction details.
No road shall be built across a dam without approval from the Street Commissioner.
(h) Special Construction. The developer shall include detail drawings of special construction, such as headwalls, concrete aprons, rip-rap and other construction, not otherwise included.
