1101.03 POWERS AND DUTIES.
   (a)    The powers and duties of the Planning Commission shall be to make recommendations for the general location, character and extent of streets, alleys and other public ways, bridges, culverts, subways, parks, playgrounds and other public grounds; for the general location of public buildings and other public property, public utilities and terminals, whether publicly or privately owned or operated; and for the removal, relocation, widening, narrowing, vacating, abandonment, change of use or extension of such public ways, bridges, culverts, subways, playgrounds and other public grounds, utilities and terminals.
   (b)    The Commission shall formulate a general plan for the future development of the Village with respect to the construction of new buildings and the remodeling or improvement of existing buildings. The purpose of such general plan shall be to prevent the erection of new buildings and the remodeling, improvement or alteration of existing buildings in such a manner as would result in the creation of a nuisance or an unsightly condition which would, in the judgment of the Commission, detract from the value of adjoining or nearby property, or be detrimental to the general welfare of the residents of the Village.
