951.06 PLACEMENT OF REFUSE FOR COLLECTION.
   (a)    A resident shall not place any refuse, garbage, rubbish or solid waste outside his or her home or domicile unless such refuse, garbage, rubbish or solid waste is placed in a garbage bag, trash bag, trash can or garbage container. Garbage cans or garbage containers shall be of galvanized iron, plastic or nonrusting material of substantial durability with tightly fitting lids and of such size as can be easily handled by one person. A resident shall not place any garbage bag, trash bag, garbage can or garbage container adjacent to the curb for collection except upon the day designated for collection in the district in which he or she resides, and not earlier than the day of collection within the designated district.
   (b)    A resident shall not place or deposit adjacent to the curb for collection any garbage, refuse, rubbish or solid waste without applying for and obtaining service from a licensed hauler as described in this chapter.
