(a) No person shall engage in hauling refuse, garbage, rubbish or solid waste in the Village, or park a motor vehicle used in hauling refuse, garbage, rubbish or solid waste in the Village, without first obtaining a license therefor from the Clerk-Treasurer or the Mayor.

(b) A license shall be issued by the Clerk-Treasurer or Mayor when the Clerk- Treasurer or Mayor has determine(d) that:
(1) The applicant has been satisfactorily completed;
(2) Evidence of current public liability insurance in a sum of not less than five hundred thousand dollars ($500,000) is provided to the Clerk-Treasurer;
(3) A copy of the rules and regulations have been received by the applicant;
(4) The license fee has been paid.
