951.01 DEFINITIONS.
   As used in this chapter:
   (a)    "Commercial or commercially" means relating to or connected with a trade or business.
   (b)    "Garbage" means all refuse accumulations of any fruit or vegetable matter that attend the preparation, use or storage of meat, fish, fruits or vegetables, or any work or other activity involving such items, or containers originally used for foodstuffs.
   (c)    "Hauler" means a person who receives compensation for transporting over Village streets or dumping or discarding solid wastes, or any person owning vehicles or employing drivers for such purposes.
   (d)    "Refuse" means garbage, rubbish or both.
   (e)    "Resident" means any occupant, tenant, landlord, family, individual or group of individuals occupying or maintaining a dwelling for the purpose of creating a home, shelter or domicile in the Village.
   (f)    "Rubbish" means all refuse other than garbage, rocks, concrete blocks and similar solid material, plaster or dirt.
   (g)   "Solid waste" means unwanted residual solid or semisolid material that results from industrial, commercial, agricultural, residential and community operations, excluding earth or material from construction, mining or demolition operations and slag and other substances which are not harmful or inimical to public health. The term includes garbage, combustible and noncombustible material, putrescible and nonputrescible wastes, street dirt and debris.
